This paper is a summary of the scholarly article and research study by Laurence J. O'Toole Jr. and Kenneth J. Meier. The study is titled The Human Side of Public Organizations and subtitled Contributions to Organizational Performance. A brief summary of the article will be provided along with thought provoking questions at the end to stimulate discussion among students.
The article is focused on the management of human capital and the importance within public organizations. Human resource management should focus on human capital and organizational performance to make the organization a success. The authors seek to determine the importance of public organizations investing in their employees to provide a high quality service. The survey looked at the quality of administrators, teachers, and professional development available to them.
The study takes place over a four year period 2004-2007 and involves over 1000 school district superintendents in the state of Texas. The study was to determine if the superintendents were producing high quality administrators and teachers from their prospective. The study was to determine the quality of the school employees and the types of professional development that was accomplished or available. The study also looked at the effectiveness of managers and teachers by examining test scores such as the ACT, SAT and TAKS to determine student success.
The study found that if human resources were able to hire and retain highly trained professional employees it would have a positive effect on the education students received. Managing talented and dedicated employees is essential with human capital in public education. Human resources should be focused on providing human development to employees to improve organizational performance. Human resources should focus on hiring quality talented people at all three levels of the organization (top, middle and bottom). The study confirmed that the human side of public organizations significantly increases success with measurable findings.
