On September 11, 2001, the United States suffered multiple terrorist attacks carried out using airplanes as manned missiles.

At the local level, first responders consisted of firefighters, the police, and the EMS from the immediate area, and assistance poured in from outlying agencies, which included federal response teams, such as the FBI and the FAA.

Multiagency participation is an essential component of incident response. Considering a major event like the terrorist attacks of 9/11, one must understand the importance of interagency communication during response and recovery phases.

The FEMA recommends against the use of 10-codes during interagency communication.
