Topic: It certainly seems like there are numerous problems in our society calling for government action where officials should be guided by utilitarian calculation-and other problems calling for government action where officials should not be guided by utilitarian calculation. Consequently, in your paper:
1) Identify a problem of the former sort, where, in addressing it, government decision makers should seek to achieve the greatest good for the greatest number (i.e., maximize welfare, i.e., aggregate benefits net of aggregate costs), and explain why a utilitarian approach to the problem is appropriate.
2) Identify a problem of the latter sort, where, in addressing it, government decision makers should not seek to achieve the greatest good for the greatest number (maximize utility), and explain why a utilitarian approach to the problem is not appropriate-i.e., would not be morally justified.
3) With regard to the second problem here, if officials should not be guided by utilitarian calculation, what moral considerations (norms, principles, values) should guide their efforts to resolve the problem?
