For this essay, please select a recent (or historical) scandal involving a federal or state administrative agency you are interested in investigating in more detail.

An example of a scandal that would work for this essay, is the recent scandal involving the General Services Administration and its lavish conferences in Las Vegas for its employees.

After you have selected your scandal (which must be different from the example above of the General Services Administration Conferences), learn as much as you can about the scandal by reading press stories concerning the scandal, reading academic articles discussing your agency, or any other method you can find with information about the scandal.

When finished please answer the following questions:

1. What makes this particular situation a "scandal"?

2. What happened as a result of this scandal? Was there an investigation (either by Congress or law enforcement)? Was anyone arrested or convicted? Has anything about the agency changed since this scandal?

3. How could this scandal have been avoided? In other words, what managerial or administrative breakdowns occurred that contributed to the length of or scope of this scandal?
