Who is paying for it this course of action? If your organization recommends it can you afford it? (Take it out of hide) If not, is the executive branch (NSC) going to request additional funds from the Congress?
- How much can you do with half the money? You will likely not receive all the money you request. Be sure to tell your Principal how much you can accomplish with most or half the requested amount.
What is the chain of command for implementation? Which agency or department is the most logical one to lead efforts given the circumstances?

For each of these talking points (There may be more) you should provide enough details so your senior representative and others around the table understand the issue, background, and your organization's position.
