What growth conditions are required for a photoautotrophic, neutrophilic, mesophilic, obligate aerobe?

Some microbes produce "resting" forms, such as endospores and cysts that are not metabolically active. Most antimicrobial drugs have no effect on these forms. Why do you think many antimicrobials are not effective on eliminating resting forms of microbes that are not growing and dividing?
