Question: The Global Public Goods (GPG) concept was introduced by World Health Organization to "provide a framework for assessing and resolving problems of collective action at the global level" (WHO, 2019). GPGs are public goods with significant benefits on a global level. However, according to Smith et al (2003), since not all communicable diseases are global, or only some elements of intervention can be considered as global public goods. "For example, malaria control benefits only endemic areas, and diarrheal disease is primarily a disease of poverty, thus their impact is limited to specific geographic or socio-economic populations, and hence is somewhat less than 'global'. It is therefore only for a sub-set of communicable diseases that can be considered" a GPG, such as "HIV/AIDS, tuberculosis and eradicable diseases, such as polio" (Smith et al, 2003).
