The Uniform Crime Reporting (UCR) Program, run by the FBI, collects information on serious crimes, property crimes, and arrests for minor offenses. It also provides insights into crimes that go unreported and offers details about victims and offenders beyond just basic demographic information (Federal Bureau of Investigation, n.d.-b). The National Incident-Based Reporting System (NIBRS) is a newer system that replaces the UCR, giving more detailed information about incidents and covering up to 52 different types of offenses. It also shares data about victims, offenders, and those arrested, but it doesn't cover every area completely and doesn't provide in-depth details on cybercrime beyond general categories (Federal Bureau of Investigation, n.d.-a). The National Crime Victimization Survey (NCVS), managed by the Bureau of Justice Statistics, gathers information from people about their experiences as victims, including the circumstances of the crime, types of cybercrime, and demographic details about the victims, even when there is no clear victim. Cybercrime is particularly tricky to measure because it often goes unreported, involves different jurisdictions, is complicated, and changes quickly with technology. To better understand cybercrime, the U.S. could improve NIBRS reporting, add more questions to the NCVS, use data from sources outside law.
