Based on Aristotle's principle that all explanations must trace back to a self-evident first principle, why do all actions have to have an ultimate goal in order for the action to be explained?

My answer would be: All actions must have an ultimate goal because each action aims at some end specific to it. Although some ends are for the sake of other things, the highest good must be complete or an end to itself. The highest good has to be self-sufficient.
