Question: In Module 2 we learned about the unintended consequences of building a water and sewer system in rural communities of Senegal. In that study, outsiders decided to build co-ed bathrooms. This had an adverse effect on female students. They stopped drinking water in order to avoid having to urinate while in school, and they did not attend school when they were menstruating. In Module 4 we learned about a type of WHO intervention called Communication for Development (C4D). It was implemented in Ebola-stricken villages of Guinea, Liberia and Sierra Leone. The study found that while outsiders worked on radio messages about Ebola, community members refused to be taken to hospitals because they believed that ambulances were a source of Ebola infection. These types of 'disconnect' between well-intended foreigners and affected communities are good examples of how top-down solutions can result.
