"Troopers, Detectives, and Supervisors assigned to Troop C have raised concern with CPSW Jade Melo's investigative practices during the initial DCYF assessment involving this family. Troopers have noted similar patterns of behavior in prior instances involving CPSW Melo, which calls into question her overall credibility and motives. These past incidents have left a significant impression on Troopers from Troop-C, where we have begun to view her practices as potentially detrimental to the child welfare process. There are indications that CPSW Melo's conduct may be systematically undermining the integrity of her investigations, potentially harming the families involved, and raising questions about her motives and professionalism. I have personally observed that CPSW Melo tends to form conclusions regarding cases before conducting a thorough investigation. This pattern has become apparent through her comments and the manner in which she approaches interviews and interactions with families. Such preemptive judgments could compromise the objectivity that is paramount in child welfare investigations, potentially leading to unwarranted actions based on biases rather than factual findings. The disclosures outlined in the addendum appear to be answers to direct questions and are based upon hearsay and speculation, which do not meet the standards required for law enforcement involvement."
