You are the administrator of the only hospital in a community of 15,000 people in the rural area of a mid-western state. Having read the journals and attended the conferences of your professional associations, you have been inundated in calls for Quality Improvement. You are convinced a QI program should be implemented in your hospital, but you know the members of your board consisting of a car dealer, banker, life insurance salesman, large acreage farmer, and Presbyterian minister are generally opposed to big city management ideas. In addition, physicians in your hospital are often talking about bureaucratic red tape when they have occasion to visit large metropolitan hospitals; in fact, they cite this as the reason they prefer the small town practice. How do you get the board and physicians to support a QI program?
