What are alternatives for incap

The term incapacitation which refers to criminals being under control by the state in a heavy secure prison. In these cases, it would eliminate the risk of the offender committing a crime or reoffending. This puts the offender in a position where he or she can't commit any crimes and keeps the public safe. This sounds good but would it actually work in reducing crime? Also, I know there can be some alternatives like programs that may lower the chances of reoffending. But what would be the most productive way of making sure someone doesn't reoffend?
