The experiment in the youtube video an anesthetized (Simple Cortical Cells section: ends at 3:34) cat is present with visual stimuli projected onto a screen. While stimuli are being presented the scientists are recording from simple cortical cells in the primary visual cortex. The ticking noise that you hear in the video are individual action potentials. A higher rate of ticking would indicate that the individual cell is firing with a higher frequency of action potentials.
