Dr. Lakshmi Anand's testimony supports the Cape Cod School District's decision that Susana does not need a full-time interpreter because she is already receiving the help she needs. First, Dr. Anand explains that the law (EAHCA) says schools must provide special services so students with disabilities can learn in regular classrooms as much as possible. The school has done this by giving Susana tools like an FM system, special seating, written instructions, and teacher support. These help her understand and keep up with her classmates without needing an interpreter. Second, Susana has already completed Kindergarten and started first grade successfully without an interpreter. The law (Section 504) says schools must give students fair access to education, but they don't have to provide the most expensive option if other supports are working. Since Susana is learning well and making friends, there is no strong reason to change what is already helping her.
