Is it possible to rotate turbine blades without any fluid means there is no requirement of water or air to rotate turbine blade.

Blades may rotates with the help of spring compression and expansion system and that spring will be mounted on blade surface.means if one blade moved then spring will pull another blade and it will be continue.
