Background
The Problem: The world’s youngest nation, Utopia, requires the opportunity to enable Utopians to bond together and build an integrated community.
The Solution: UNHCR, as the governing authority for Utopia, has sought interest from sponsors to create a unique recreational park for the exclusive use of all Utopians.

Construction is underway (2018-2020) to create accommodation for 5,000 households, plus an administration building, small airstrip, base hospital, communal/catering areas, school, water, power and sewage infrastructure and a deep water jetty.
Construction is also underway (2019-2020) to create five sustainable industries: agriculture, fisheries, hydro extension, pearl harvesting and tourism.
As a gift to the new nation of Utopia, Deloitte Australia has decided to provide AUD$2.5 million and the International Monetary Fund matching AUD$2.5 million to UNHCR for a recreational park for the sole use of Utopian citizens. To be known as Volcano World, this park will provide a range of experiences from treetop adventures and whitewater rapids, to rock climbing, abseiling and exploring the lava tubes.

Policy: The completed park will be an exemplar for sustainability and demonstrate key principles of long life, loose fit, low energy and least cost. Admission to the park will be free.
Sovereignty: An independent island nation, based on a barter economy, where refugees are citizens and provided with land and housing on a 10-year renewable lease
Stage 3 Scope
Main Objective:
A range of facilities will be designed and constructed in the area designated as 'future development’ (see map). Deloitte Australia will provide input to the design process and assist with engineering and safety requirements as part of their corporate social responsibility commitment. The treetop adventure course comprises fabricated pylons procured from Australia, but other facilities are made from bamboo grown onsite in Stage 1.
Other Requirements:
A key feature of Volcano World is a well-formed lava tube running several kilometres towards the main crater that has been certified as safe for human use.
Project Scope: Five components are needed, as follows:
#1 Treetop adventure course
#2 Whitewater rapids course and swimming lagoon
#3 Extreme sports centre, offering abseiling, base jumping, caving, trekking and hang gliding activities
#4 General facilities and infrastructure (including administration, food outlets and amenities)
#5 Event management for inaugural Utopia National Day celebrations

Volcano World will provide vital activity and assist with social cohesion that will create a sense of community. The direct involvement of citizens in construction and management processes will provide a sense of ownership, pride and achievement.
The park will be for the exclusive use and enjoyment of Utopian citizens.
Timetable:
Volcano World is to be completed during 2020 and be the venue for a national celebration scheduled for 1 January 2021. The budget of AUD$5 million covers any equipment and materials needed from Australia, but all labour will be local under Deloitte supervision. Works can take place from March 2020 to December 2020 (10 months).
Impact on Utopia:
The resident population of Utopia is to be capped at 5,000 households (about 18,000 people). Benefits to Utopians will be shared equally so that all citizens are provided with the same living standard, but everyone between the ages of 18 to 55, who are physically able, are expected to contribute to national GDP, including education, administration, medical, infrastructure maintenance, food production, export opportunities and other essential services.
Your Role
Consultancy: Your organization, Deloitte Australia, has volunteered to prepare a confidential project management plan for the establishment of Volcano World.
Support: As an Assistant Project Manager, you have been assigned to the project team. It is important to your career that you can participate in this project without undue assistance from your colleagues. Fortunately, you have a personal life coach who is experienced in the application of PMBOK and who you can contact at will. His name is Professor Craig Langston and he is an academic at Bond University.
Reporting: You will be working closely with other team members with a range of expertise under the direction of the project leader, Adam Apple. As you haven’t done anything as significant as this before, you have agreed with your coach to additionally provide you with a three-day intensive workshop at Bond University to review the developing draft report and provide guidance and feedback before Adam has to present the team’s conclusions to management. This workshop is confirmed for July 4-6 (9am-4pm) on- campus. It is important for your job security and future promotion that you attend this event.
