"The important achievement of Apollo was demonstrating that humanity is not forever chained to this planet and our visions go rather further than that and our opportunities are unlimited." Neil Armstrong

When I think of public policy, I think of the Apollo Program. Consider the amount of organization and collaboration that went into making this policy decision a reality. Think of the coordination needed between the federal government and private sector to make the landing on the moon a reality. Some believe the Apollo Program was the last great public policy initiative. President Kennedy's speech in 1961 was the beginning of a public policy initiative that culminated in the Apollo moon landing on July 20, 1969.

For me, the idea of space travel has always been a reality. The realities of today are the direct result of policy decisions of yesterday. In this case, our world has been shaped to some degree by President Kennedy's decision to go the to the moon.

This decision was shaped by contextual factors, technical factors, and human factors that where applied to a policy analysis regarding putting a man on the moon.

How would a policy analysis be utilized if the United States really wanted to make real changes to our global environmental policy issues?
