Scenario
The outbreak you previously planned for has now been declared under control, and a post-outbreak evaluation has been completed. Following this evaluation, you have been asked to conduct a formal risk assessment to reduce the likelihood and consequences of future outbreaks of the same disease in the same or similar setting. This risk assessment will inform policy, operational, and environmental controls.
Assignment Tasks
Step 1: Define Your Risk Context and Scope
Define:
Disease and setting
Population(s) at risk
Environmental and social determinants of the disease
Assumptions and constraints
Consider applying principles from Environmental Engineering when evaluating environmental determinants and outbreak-related conditions.
Step 2: Conduct a Hazard Identification
Identify and describe hazards contributing to recurrence, including:

Behavioural and social risks
Systemic and organisational failures
Legislative and policy gaps
Step 3: Conduct Risk Assessments of the Identified Hazards
For each hazard identified determine:
Likelihood of occurrence
Consequence/severity
Overall risk rating

Step 4: Determine the Risk Control and Prevention Measures
Propose layered controls, aligned with public health and prevention hierarchies:
Elimination or substitution (where applicable)
Engineering or environmental controls
Administrative and policy controls
Behavioural and communication strategies
Surveillance and early warning improvements
Controls must be:
Evidence-based
Feasible
Proportionate
Equity-informed
Effective implementation may also require strong Management practices to support policy compliance, resource allocation, and ongoing oversight.
