  • Discussion of (types of) incentives needed to motivate people to be productive (i.e., efficient and effective) - after they show up for work, and how those incentives will function to accomplish that objective.
  • Discussion of key linkages between output information from the performance assessment (merit rating) system and the various types of incentives you recommend.
  • Appropriate metrics used to assess the success and effectiveness of the system.
  • Assessment of the validity and reliability of the incentives management strategies and tools being applied
