In 1994, President Bill Clinton signed a bill that would lower the crime rate in theory. This bill came about a 23 years after the war on drugs declared by President Nixon. Looking back at the context of when the bill was passed, I might have been in favor with some of the bill that he signed. However, like they said, hindsight is 20/20. I would be skeptical on the case of mass incarceration as the solution to crime. As Jeremy Travis said, "We now know with the fullness of time that we made some terrible mistakes (Johnson 2024). It is important to remember that during the 1980s and 1990s the prison population skyrocketed. Many people are still feeling that effects of that mass incarceration to this day. While many people across the country may have grown tired of the crime that is going around several states in our nation, there are several changes I would make in the bill in the event that it would be passed today, 30 years later. I would focus on prevention and re-entry. As a life-long Los Angeles native, I would suggest programs like the Summer Night Lights Program. Summer Lights in theory is.
