North Carolina's House Bill 2 (HB2) is a direct response to the City of Charlotte's Ordinance 7056. The ordinance amended the Charlotte City Code to say (amendment is underlined) that the city will not enter into a "contract with any business firm that discriminated... on the basis of race, gender, religion, national origin, ethnicity, age, marital status, familial status, sexual orientation, gender identity, gender expression, or disability." HB2 has two main parts: the first, and more controversial, provided that the government would provide single-sex bathrooms, but individuals could only use the gendered bathrooms in government buildings that corresponded to their sex on their birth certificates. The second part of the bill maintained that cities like Charlotte could not enact their own anti-discrimination policies. Was this act justified? Is this a matter of civil rights?
