Every 10 years, states create new districts (redistricting) that change the constituents that Congressmen represent. Most states have their state legislatures determine the new boundaries.

(1) Provide a specific reason why most states do not use an independent commission for redistricting.

(2) Also, provide one consequence (good or bad) of using independent commissions. Be sure to provide a specific example justifying your position.
