In order to dismantle or disrupt an organized crime network that has not changed since the 17th century we would first have to understand it and give it the credit it deserves to have lasted without change for so long. To have survived this long means that it has a strong foundation, one that is probably operated in a hierarchical structure. It must also have massive yet exclusive list of members, an unserious amount of financial strength, and a cohesive strictness. The community will be tight knit and nearly impossible to infiltrate, it has to be founded on trust but also on the knowledge that if they step out of line there will be and have been dire consequences.

Since the prompt did specify that this Organization's network had not changed, we must assume that part of it's strength has been sticking to their core values and not adapting into its practice the technological advances the world has seen in the years since it establishment. Since they have not changed, we might have an advantage. We have so much new technology that can be implemented in the dismantling of the network. From insane surveillance 24/7, to a phycological understanding of their ideologies and also of how group think works, an appeal to their corruption and their greed, and the use of traditional tactics. We have so much more knowledge of criminal organizations, we have had people study them and what makes the successful ones, plus tech and alternative options.
