Imagine you are a criminal justice professional in a suburban community. The community is very politically polarized and has several groups with deep-rooted political views on specific topics. In the past, some of these groups have resorted to violent acts to express their message. The local news media has notified you that they received information that one of these groups wants to protest at the local high school during school dismissal. The supporters will be holding large signs with disturbing images. The emotional impact these signs may have on the student body gives you a great deal of concern. In addition, counterprotesters may gather, as they have during other local protests. School security is not prepared to address such a situation, and the administration is unsure if such a demonstration is even legal. This demonstration has raised some public concerns, raising tension in the community. Your supervisor has asked you to examine the actions of public and private officials, citizens, and organizations, and create a presentation that will be used to describe the situation, informing your agency and the public of the pending protest.
Assessment Preparation

Rock Against Racism (1989), found in this week's University Library Resources to learn how the Court ruled that public protests could be restricted under a three-prong test: time, place, and manner. Explore the "First Amendment Fundamental Freedoms" from Constitution Annotated for an overview of our First Amendment rights respecting the freedom of religion, freedom of speech, freedom of the press, freedom of assembly, and the right to petition the government. Understanding Business Laws may provide additional context regarding legal frameworks and regulatory considerations.
Assessment Deliverable
Create a 10- to 12-slide presentation that examines the actions of public and private officials, citizens, and organizations regarding this protest. Address the following in your presentation:
• Explain whether the protesting group has a First Amendment right to protest. Why or why not?
• Identify the security risks associated with this protest.
• Discuss how the presence of counterprotestors may complicate the situation.
• Identify the stakeholders who should be involved with the decision on whether to deny permission to protest.
• Discuss the role the school's private security may play in mitigating security risks.
• Discuss whether law enforcement can deny permission to conduct this protest. If so, on what grounds?
• If the protest is allowed to proceed, determine the resources needed (financial, human, physical, or technological) to ensure the safety of the community.
• If the protest is allowed to proceed, explain how the actions of private security and law enforcement may be perceived by the community, including aspects of Government Relations and public trust.
Include a title slide, a reference slide, and detailed speaker notes of at least 50 words per slide. Cite at least 2 peer-reviewed articles, law reviews, examples of case law, or similar scholarly sources. Format your citations and references according to APA guidelines. Submit your assessment.
