Introduction:

As health information management continues to be a very important part of day-to-day health care operations, health care administrators need to understand new programs as they emerge. One important program is the Merit-Based Incentive Program. Merit-based incentive compliance plays an important role in shaping EHRs as well as other health care information technology. Today's administrators must fully understand Merit-Based Incentive Program guidelines and possess the skills and knowledge needed to help their organization achieve and maintain program compliance. You will use the information you gather from a Vila Health simulation, as well as relevant scholarly sources, to determine how the organization's efforts to meet the measures for the Merit-based Incentive Payment System have impacted daily operations.

Simulation:

In this simulation, you will assume the role of a mid-level operations manager at St. Anthony Medical Center, Vila Health's main hospital. To ensure quality and improve processes, you have been tasked with analyzing the impact the Merit-Based Incentive Program has on daily operations. You will report your findings and articulate the implications and consequences of failing to meet Merit-Based Incentive Program criteria.

Vila Health:

In 2009, the HITECH Act established incentive payments and guidelines known as Meaningful Use Guidelines, to eligible hospitals and Critical Access Hospitals.

This program centers on providing incentives to organizations that can demonstrate that they are using health information technology in meaningful ways that are intended to do the following:

Improve care coordination
Reduce healthcare disparities
Engage patients and their families
Improve population and public health
Ensure adequate privacy and security
Then in 2016 The Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) went into effect. MACRA created the Quality Payment Program that changed the focus of Meaningful Use Guidelines. Meaningful Use Guidelines became part of the Merit-based Incentive Payment System (MIPS) and changed how Medicare rewards clinicians for value over volume.

For healthcare managers, however, moving forward with Merit-based Incentive Payment System (MIPS) and any other health information technology program is not without challenges to the daily operations of their organizations.
