Now-is the bureaucracy totally efficient? Well...there could probably be some improvements made here and there. Thankfully, figuring that out is not our task today.
Here is a "snap-shot" of the Bureaucracy by the numbers (2019):

That is a LOT of people. BTW-these kind of jobs can be great ones to get into. In fact, throughout history these jobs have been jobs that people want. So much so that in the early days, government jobs were political "prizes". These were given out to men (mostly men anyway) that helped politicians win elections. This system of giving people jobs for political favors became known as the Spoils System.
Since we all can pretty easily understand what the Bureaucracy is...I want you to do a bit of research on how the system changed from a Spoils System to a more modern looking bureaucracy that rewarded ability (not friendship).
For your assignment, I want you to research the assignation of President James Garfield. In doing so, please answer the following questions:
- So...what happened? Who killed him and why did he do it?
- What effect do you think having a "spoils system" in place did to the bureaucracy? (Did it make it effective for example?) Please explain your answer.
- How did the Pendleton Civil Service Act come to be?
- What is the purpose of the act?
