The objective of this section is to "define the problem that your research seeks to address/inform.

Two-thirds or more than seventy percent of the world's countries have abolished the death penalty in law or practice.7 However, the death penalty continues to exist in the United States. At issue, the death penalty has long come under scrutiny for being racially and economically biased. The death penalty, being racially and economically biased, allows harsher punishments for minorities and lower socioeconomic groups, even without legal sanction or intention.

1) So this is my question: how can I Convince the reader that the issue in focus requires action?
