The police would have to get a warrant to use infrared cameras to scan your house for sources of heat, whether they suspect you are cultivating marijuana or raising money for terrorism. The key is the invasion of privacy that occurs when surveillance technology is utilized to acquire information about the inside of a home that constitutes a search for Fourth Amendment purposes. The nature of the crime, or the degree of it, does not affect the requirement of having a warrant.
