Do you agree or disagree with the U.S. Supreme Court's view that education is not a fundamental right under the Constitution? Why or Why not?

How can the federal government then require proficiency for all students under the Elementary and Secondary Education Act (ESSA) or the "state-led efforts to close achievement gaps, promote rigorous accountability, and ensure that all students are on track to graduate college- and career-ready?"
