A health care worker is assigned to be the collector in a federal drug-testing program. A new employee shows up for a urine drug screen with his friend. The employee has a jacket and sweater on and is carrying a backpack. When the collector begins the process for specimen collection, she suggests that the friend wait in a chair nearby and then asks the new employee for a photo identification card. The employee states that he has not yet been given an ID card and that he does not have a driver's license with him. He said he had a copy of his old college identification card. His friend overhears the conversation and states, "I can vouch for him, I have known him for five years." Both the employee and his friend seem nervous.
