In US v. Roux Laboratories, the issue was whether the FDA had the authority to collect samples and materials and whether an 8oz sample was reasonable. The court held that the FDCA grants the FDA the authority to both collect samples and determine the quantity needed. Eight ounces doesn't seem to be a large quantity. Why do you think Roux was making an issue of the amount? If you were faced with providing a sample to the FDA, at their request, what quantity do you think might be unreasonable?
