Case Study: As we have discussed a local charter is written to define in detail the expected roles, responsibilities, and relationships between the legislative and executive branches at the local level of government. Remember the charter is the local government equivalent of the state and federal constitution. The charter is subordinate to both due to the Supremacy Clause. Your task is to create a local charter structured like the state constitution.

Questions:

You will include Articles and Sections to break up the different branches of government; legislative and executive, as well as the different process that takes place in your city.
A Preamble in which you explain the name of your city and its locations within North Carolina. You will also explain what your city is known for and what the document is explaining.
Explain, in detail, the structure and responsibilities of the local government. (Must choose one of the 4 discussed in our notes.)
You must explain why your chosen local government system is the best for your municipality.
You must specify the number of members of the elected governing body, terms of office, whether elections are to be partisan or nonpartisan, distracted, or at large. Define the removal process and method for filling any vacancies in the elected office.
You must also specify the terms of office for the mayor and/or manager, removal process and method for filling to run for office/ be appointed.
Explain the powers and duties of both and any additional officers, departments, boards, commissions, and agencies as may be desired. (Think about what services are provided, which will help you determine departments within your municipality)
You will need to explain the lawmaking process, including initiatives and referendums.
Explain any limitations or prohibitions on the local government (ie: taxation limits).
