The development of the Rempang Island industrial area, Batam City has caused a land dispute conflict between the community, the government, and PT. Makmur Elok Graha. The development program aimed at increasing Indonesia's competitiveness against Singapore has actually ended in clashes due to legal uncertainty over the land. The community considers the land to be an ancestral heritage that existed before independence. On the other hand, the existence of the Right to Cultivate (HGU) granted to a company, makes the land considered no longer owned by the community.
