Task - Strategic Procurement Context Project
Scenario
Assuming you are engaged by the Australian Digital Transformation Agency. You are required to establish the broad context in which strategic procurement takes place for a specific procurement. It includes undertaking environmental analysis; analysing, developing and monitoring procurement capability; influencing and developing strategic industries; and establishing and managing risk exposure. It also includes understanding the government and political context for strategic procurement.
The DTA sets up and manages coordinated ICT procurements to help agencies buy commonly used ICT products and services. These procurements level the playing field for small and medium enterprises, leverage whole of government buying power and achieve value for money for the taxpayer when the Government buys ICT.
The DTA intends to establish a Hardware Marketplace to make purchasing ICT hardware simpler, clearer and faster for buyers and sellers. The Marketplace will consolidate the expiring ICT Hardware and Associated Services panel (Hardware panel), the Mobile panel, and the hardware categories of the Commercial off the Shelf Software and Hardware panel.
Understanding the ustralian Government's procurement policy framework (the framework) is the key to ensuring optimal value for money in purchasing decisions. The Framework establishes the Government's expectation for all departments and agencies when performing duties in relation to procurement. It also governs how agencies procure property or services and reinforces the fundamental procurement principle of value for money.
You must refer to the Commonwealth Procurement Rules.
And must adhere to Australian Government Procurement Policy and Guidance at outlined.
Taking the Commonwealth Procurement Rules and Australian Government Procurement Policy and Guidance into account, this project requires:
• networking, consulting and negotiating with stakeholders at the highest levels of organisations and the community
• conveying complex ideas to a wide range of audiences
• persuading and influencing, within probity boundaries, stakeholders and decision makers
• reading, writing and approving business cases, plans, reports, submissions and other high- level complex documents
• providing leadership within the organisation
• managing strategic relationships
• managing teams of expert negotiators in different functions
• referring issues to the correct person
• applying decision-making processes or methodologies
• identifying and resolving strategic procurement issues
• applying understanding of supplier issues and supply chain management in the context of strategic procurement
• managing procurement performance and identify, assess and implement opportunities for performance improvement
• undertaking research and business analysis relating to strategic procurement and high-level business issues
• managing financial and other resources
• managing strategic procurement systems, processes and policies
• maintaining currency of best practice examples in strategic procurement and relevant procurement legislation, policies and procedures
• operating organisational IT systems
To document the procurement system. The procurement system you outline, should:
• analyse the procurement environment, including state of the supply market, stakeholder issues, and organisational and government context for the procurement
• use recognised techniques to analyse the buying organisation's procurement capability
• make recommendations to improve and develop procurement capability
• implement improvements to procurement capability
• use ethical methods to influence and develop strategic industries to improve value for money opportunities
• Apply sophisticated risk management techniques.
This must be presented as a formal written paper covering strategic procurement issues with a view to present and review strategies and approaches adopted for establishing strategic procurement context. The written paper must present strategic plans, strategic procurement plans, long-term budgets, risk assessments, industry assessments, supplier capability assessments, market research, industry engagement plans strategic procurement issues and other documentation prepared to profile the context of the procurement project.
