Please help answer the following question:

A social worker has been assigned to assess the effectiveness of the afterschool program in reducing juvenile violence rate (JVR) in her community. On average, the juvenile violence rate in the city is 13.5 (per 100,000) with the standard deviation of 1.5. the juvenile violence rate in community is now 12.7. Is the afterschool program an effective program in reducing JVR? Follow step 2 to 5 of t-test and discuss the result.
