You can think of the exercise as involving four sets of interrelated questions:
1) Does the NHS have a primary objective? If its objective is politically contested, then how might we agree on what this objective should be? We would expect the objective to differ from the usual private sector aim of maximising profits for shareholders.
2) What are the strengths and weaknesses of the NHS (looking at its internal qualities)? You could refer here to the quality of management, staff morale, technological sophistication, etc. Which are the most important strengths and weaknesses given the objective we have identified?
3) What are the factors external to the NHS (outside the control of its management) which affect its ability to achieve its objective? Here you could carry out a PESTEL analysis to highlight some of the economic & social trends and political ideologies discussed in the lectures. From these you can derive ‘opportunities’ and ‘threats’ for the NHS.
4) In the light of the information gathered through SWOT can we say that the objective of the NHS is achievable? Are there too many weaknesses and threats, and if so, should it pursue a different strategy?
