Question 2. One particularly critical point from chapter 2 is that the Framers left the boundary of power between the national and state governments "unsettled." Robertson quotes a scholar who argued that the fact that the states would have access to powers not specifically granted to Congress "amounted to a standing invitation to contest the federal government's power."
