In 2014, a man named Thomas Eric Duncan traveled from Liberia to Dallas, Texas, and became the first person to be diagnosed with Ebola in the United States. He was treated at Texas Health Presbyterian Hospital, where he ultimately died from the virus. The response from Texas officials was criticized for being slow and disorganized, and for not coordinating effectively with federal authorities. Multilateral state response: On the other hand, New York had a multilateral response to Ebola. In October 2014, a doctor named Craig Spencer who had treated Ebola patients in Guinea returned to New York City and was diagnosed with the virus. The response from New York officials was more coordinated and involved multiple agencies working together, including the New York City Department of Health, the New York State Department of Health, and the Centers for Disease Control and Prevention (CDC). As a result, the outbreak was contained, and no further cases were reported in New York.
