What's the rationale for differing classes of service for mobile phone charges? The biggest firms in the industry typically offer several plans (class of service) where the user pays an ever higher monthly lump sum in exchange for reduced prices on MOU (minutes of use), or some ever larger "allowable block" of MOU price at zero per minute. Then MOU are charged a fee.

That is a far cry from when the industry began where MOU were always charged (the average user monthly bill was roughly $1,200-$1,400).

What changed and what do you think the Telco's noticed about MOU and customer behavior?
