For this homework, you will evaluate the effectiveness of risk assessment planning for one of the hazards facing New York City (NYC) listed below. You will discuss the main components of effective risk assessment methods and the steps of the THIRA process as related to the specific hazard mitigation plan selected. In addition, you will evaluate the extent to which the NYC plan has effectively addressed each of the components of risk assessment and the steps of the THIRA, including any shortcomings and recommendations for future risk assessments. Remember that an evaluation goes beyond simply identifying what has been done. You must also evaluate this within the context of what should be done and the extent to which the NYC plan is effective based on the FEMA process for a standardized and systematic approach to threat and hazard identification and risk assessment methods.
