Assignment Overview

This assignment challenges you to develop a detailed and actionable quantitative research techniques data collection plan for the Literacy Improvement Initiative (LII). Building on Modules 1, 2, and 3, you will integrate key evaluation principles, align your plan with SMART metrics, and design data collection methods tailored to the program's goals.

You will consider hypothetical scenarios (e.g., student progress metrics, family engagement, and teacher implementation) to inform your plan. This ensures a practical approach that reflects real-world challenges and aligns with best practices for ethical and effective program evaluation.

Assignment Objectives

By completing this assignment, you will:

Apply foundational evaluation principles from Module 1 to frame the purpose and scope of your plan.

Align data collection methods with SMART metrics and evaluation criteria introduced in Module 2.

Select and justify appropriate quantitative and qualitative tools for collecting data (Module 3).

Address challenges and ethical considerations in data collection.

Demonstrate how your plan supports meaningful program evaluation and decision-making.

Assignment Instructions

Your data collection plan should address the following components:

Introduction (200-250 words)

Provide an overview of the LII, including program goals, objectives, and key stakeholders.

State how your plan will support the evaluation objectives identified for the LII.

Identify the key evaluation questions and objectives. Explicitly state the evaluation questions that your data collection plan will address, such as ‘What improvements in student literacy have been achieved?'

Clearly state how evaluation objectives and questions (e.g., how the program impacts student reading comprehension) will guide the data collection plan.

Metrics and Data Collection Plan (Modules 2 and 3)

Select and identify three key metrics to evaluate the LII. Suggested metrics should align with:

Student Progress

Family Engagement

Teacher Implementation

For each:

Identify the target area, and develop an aligned SMART metric

For each metric, briefly describe at least one quantitative tool (e.g., GORT, STAR Reading) and one qualitative tool (e.g., surveys, observations)

For each metric, briefly explain why it is critical to evaluating the LII's success and its relevance to stakeholders and justify the selection based on validity, reliability, and stakeholder needs.

Data Collection Timeline

Outline a timeline for data collection across three phases:

Pre-Program: Baseline data collection.

Mid-Program: Monitoring progress and identifying areas for improvement.

Post-Program: Measuring final outcomes and comparing them to baseline metrics.

Briefly explain what data you will collect at each of the three data points, and why.

Explain how the data collected at each phase will inform ongoing program improvements (formative) and measure overall program success (summative). Include a brief example of how these insights could lead to actionable changes during or after the program

Ethical Considerations (Modules 1 and 3)

Identify at least one potential ethical challenge in collecting the proposed data (e.g., consent, confidentiality, cultural sensitivity).

Propose specific strategies to address the challenge(s), such as using bilingual materials or anonymizing survey responses. Briefly explain why the solution addresses the concern.

Challenges and Solutions

Identify two realistic challenges in implementing the data collection plan as you have designed it (e.g., inconsistent attendance, teacher resistance).

For each challenge, propose a practical, evidence-based solution that aligns with the LII's goals and stakeholder needs.

Summary and Reflection (200-250 words)

Summarize your data collection plan, emphasizing how its alignment with the LII's goals and evaluation objectives.

Reflect on how the integration of SMART metrics, stakeholder engagement, and ethical considerations ensures the plan's effectiveness.
