The whole question was to calculate the effect of water on a moving cart. In order to know the effect of the jet we have to find the force exerted by the jet. For this the velocity or mass flow rate need to be calibrated. This would help find the force exerted on the cart. The velocity of the cart can be find from the same. since the whole force and displacement is in horizontal direction the drag is due to the weight of the cart and the resultant force is in horizontal direction.
