An electric dipole attached to a massless rod of length b is placed in a uniform electric field E. Find the natural frequency of oscillation if the dipole is slightly rotated from its equilibrium position and released. If a damping torque proportional to angular veloicty of the dipole is present, determine the frequency of oscillation.
