You learn from officers that, in response to a recent briefing from the town attorney on the case Riley v. California, officers are no longer searching the smartphones of suspects when they are arrested; officers are simply cataloging the phones into evidence and returning them to suspects when they post bail. An informal survey of your officers informs you that not only are known drug traffickers operating in the jurisdiction, but known traffickers from other areas are starting to venture into the jurisdiction. An increase in violence related to drug territory seems to corroborate this.
