Scenario:

There has been an explosion in a power plant near Gary, Indiana. The explosion was the work of an extremist group with ties to an internal U.S. right-wing political group.

The power outage has affected four counties in Northern Indiana, and three counties in Illinois, including Cook County.

The power loss also caused damage to various water supplies as a result of back-up power failures.

The loss of water to many companies, especially telephone companies, could cause a failure of large computer systems dependent on water-based coolant systems
