He is falling behind and has received Cs and Ds for the past two quarters in multiple classes. When she looked at his cumulative file, he had a full-scale IQ score of 129 in third grade. How would you advise her? (Specifically discuss 4 potential contributing factors and give suggestions to address each factor.)

Saturn School District heard that you are an expert on high ability education and wants your opinion on their identification plan.
"An application must be submitted to be considered for the gifted program. Then admission testing is required. Qualified students in grades K-7 will be tested, and decisions will be based on the student's performance on the Iowa Test of Basic Skills (ITBS). In order to be eligible for the program, students must score at or above the 90th percentile using national norms in both reading and math. After the applications are processed, students will be contacted regarding the admission decision."
