As it pertains to juvenile offenses and the balance of punishment and public protection, I would propose the following. I feel based on my experience in the criminal justice system to include working with juveniles I feel that those who commit crimes that would be felonies if charged as an adult should be kept in detention.

While one does not know the entire picture of home life or mitigating factors of why the crime was committed, but parental or guardian supervision was lacking if a child has the means and ability to commit a felony or violent crime.

I would submit based on this argument that to balance the need for public safety and correction over punishment that the offender should be placed in a detention facility.

The facility should be a juvenile facility that operates like a jail, this is a twofold approach, it acts as a deterrent because it is an unpleasant experience for the juvenile who does not want to be a career criminal.

The second reason is that this type of facility will ensure proper custody and minimize escapes which would allow for the chance to reoffend or great a grave risk to public safety that is not needed.
