Overview
Competency-based assessment: Evidence will be gathered which is mapped to the requirements of the unit of competency.
The link between the unit and assessment tools can be found in the Assessment Outline & Mapping document.
Assessment Scenario
All assessment is based on our RTO. Unless otherwise specified, for each assessment item student will be working as a consultant for an organisation whose responsibility is to develop WHS policies and procedures. In student's role as a consultant, student is required to:
1. Develop comprehensive WHS policies and procedures
2. Implement WHS policies and procedures
3. Conduct a Hazard and Risk Assessment and implement risk controls
4. Sit for an open book written test
Summary of Assessment Tasks
To successfully complete this unit of competency students are required to complete the following Assessment tasks:
1. Assessment Task 1: Candidates are required to upgrade the reference in a "Sample HR Manual" to current WHS legislation and identify any increased WHS obligations required as per current WHS legislation
2. Assessment Task 2: Candidates are required to prepare for and implement WHS Policy and Procedures which includes running a WHS Induction Program for 2 team members.
3. Assessment Task 3: Candidates are required to look at the RTO and consider an appropriate method to identify, report and record associated hazards and risks. Then a comprehensive risk assessment of the RTO is to be undertaken. Finally, candidates are to develop, select and implement appropriate WHS risk controls
4. Assessment Task 4: Candidates are to sit for an open book written test about WHS.
Requirements
Common office equipment, technology, software and consumables, including:
• Simulated business settings
• Office supplies and equipment
• Computers with internet access and relevant software
Assessment Task 1: Develop WHS Policies and Procedures
Submission details
The assessment task is due on the date specified by the assessor. Any variations to this arrangement must be approved in writing by the assessor.

Performance Objective
Candidate will demonstrate the skills and knowledge required to develop WHS policies and procedures.
Assessment description
For this assessment candidates are required to upgrade the reference in a "Sample HR Manual" to current WHS legislation and identify any increased WHS obligations required as per current WHS legislation.
Procedure
The assessor is to provide candidates with the following brief:
Referring to a "sample HR manual" provided, you are to upgrade the reference in the manual to include current WHS legislation and identify any increased WHS obligations required as per current WHS legislation.
• Update the WHS policy statement (if applicable)
• At a minimum update Policies and Procedures for:
o Work Cover
o Manual Handling
o Emergency Procedures
o Fire Safety
o WHS Representative functions
o Smoking policy
o Sexual Harassment
o Risk management
o At least 2 specific organisational tasks
• Allows for inductions
• Details dissemination and implementation
• Includes processes for hazard identification
• Allows for identification of occupational injury and disease
• Includes an induction program
Once developed, you are to arrange a meeting with your assessor, who will role- play your supervisor. The purpose of this meeting is to explain and gain approval for the implementation of your plan. You must be well prepared for this meeting, as your supervisor will be asking you detailed questions, and reasons for your proposal.
Your "supervisor" will also be available for contact during the development of these documents, to assist in gaining direction or clarifying areas of concern.
Evidence Summary
• You are to submit your updated "Sample HR Manual" which includes the requirement from current WHS legislation as outlined above by the due date.
• You are to present and explain your policy and procedures update to your assessor / supervisor
Assessment Task 2: Implement WHS Policies and Procedures
Performance objective
Candidates will demonstrate the knowledge and skills required to communicate WHS policies and procedures to employees.
Assessment description
Each candidate is required to run a WHS Induction Program for 2 team members who play the role of employees. The assessor is to observe the meeting while it is running.
Procedure
The assessor is to provide each student with the following brief:
"Following Assessment 2, you are to prepare for and implement your WHS Policy and Procedures in part.
Your implementation will encompass running a WHS Induction Program for 2 team members in which you:
• Follow our Induction procedure developed in Assessment 2
• Explain and discuss your WHS Policy and Procedures plan in detail
• Provide any task specific safety training (such as using equipment, manual handling, etc)
• Confirm understanding through a formative assessment process (asking questions, observations, listening to comments, etc)
It is important that you are prepared for this session, ensuring you:
• develop a detailed session plan
• provide hand-outs for each employee
• develop and use overheads / learning aids as appropriate Your assessor will observe you running the meeting.
Meeting Context
• Each meeting will consist of yourself (running the meeting), and at least 2 other people, who will role-play the employees. Other people may include trainers or students from your course
Things to consider whilst performing this task:
• Be organised - prepare and plan for the session thoroughly.
• Know your position
• Know your company
• Arrange access to all required documentation for this process
• Be prepared to ask questions
• Be prepared to be asked questions
Things to consider whilst role-playing an employee:
• Be prepared
• Act professionally throughout the process
• Be prepared to ask questions when you require more information
• Answer all questions to the best of your ability
• Make sure that by the end of the session, you are fully aware of the organisational safety policy and procedures.
Remember, you will be required to both run the meeting, and role-play an employee (during another students assessment), so be sure to perform at your best at all times.

Assessment Task 3: Conduct Workplace Hazard and Risk Assessment
Performance objective
Candidates will demonstrate the knowledge and skills required to prepare for and conduct Workplace Hazard and Risk Assessment for GBCA as well as implement WHS risk controls
Assessment description
Each candidate is required to develop a method to identify, report and record hazard and risks. Then the candidate will conduct a Workplace Hazard and Risk Assessment at GBCA using the checklist developed. Finally, the candidate will develop, select and implement WHS risk controls within a risk register.
Procedure
The assessor is to provide each student with the following brief:
"Workplace Hazard and Risk Assessment simply means looking at the work task and considering what is the safest way to complete it. It is a way of becoming aware of the hazards involved in doing the job and taking action to prevent an injury.
A well developed Hazard and Risk Assessment process is suitable for different tasks and industries, and does not require enormous amounts of time or use endless pieces of paper
PART A - You are to look at your current workplace (or your RTO if undertaking this assessment outside of a workplace), and consider an appropriate method to identify, report and record associated hazards and risks. This requires you to:
• consult with workers or others to gain an appropriate level of understanding of what their job roles are (to help you identify possible hazards).
• consider the working environment
• record the outcomes of your discussions and observations, and develop an appropriate Hazard and Risk assessment checklist.
You are to submit your checklist to your assessor before commencing Part B
PART B - Using the hazard and risk assessment checklist developed in Part A, you are to undertake a comprehensive risk assessment of your workplace (or RTO):
Be sure to:
• Document the activity: Assemble those involved in the activity and then, using the hazard and risk checklist, document the tasks that make up the activity, step by step.
• listen to any concerns or issues raised by others
• Identify the hazards: Next to each task, identify what part of the task may cause injury to those doing the work or to anyone else nearby.
PART C - Next, you are to consider the hazards and risks identified, and develop, select and implement appropriate WHS risk controls (within a risk register), and update SMWS and WHS Management Systems appropriately
Be sure to:
• Document the activity: Assemble those involved in the activity and then, using the hazard and risk checklist, document the tasks that make up the activity, step by step. Be sure to consider any Safe Method Work Statements available, along with internal WHS Policy and Procedures
• Identify who is responsible: Document the name of the person responsible for implementing the control measure.
• Implement the control measures.
• Update the SWMS and WHS Management System to reflect the changes
Remember
• The hazard and risk assessment provides a written record of the process to be used to proceed on a task. As it is a record that can be used in court, it should be signed off by the parties who have responsibility for the tasks.
• The hazard and risk assessment is only a written record. Management processes must be in place to ensure workers have the skills to complete the job and that there is a required level of supervision to ensure the tasks are completed as documented.
