1. Choose a landscape familiar to you. Describe the landscape briefly with words and photos. 2. Homeland security intelligence is complex and challenging. The task of identifying key pieces of intelligence and formulating an accurate threat assessment takes place every day. Discuss and identify what specific factors should be included in devising more effective homeland security intelligence. Consider for example the following aspects: What mechanisms and systems should we rely on, and how should we weigh and blend overseas and domestic intelligence? What mix of domestic and overseas intelligence should be combined to form a better picture of homeland security threats? What role should state and local governments and state-level fusion centers play in this system?
3. This assignment has two sections that must be completed. Please ensure you label the different sections accordingly.
PART 1
The National Disaster Recovery Framework discusses both the differences and relationships between the Recovery Support Functions (RSFs) and Emergency Support Functions (ESFs) found in the National Response Framework (NRF). Please write an initial 250-word (total for both parts) post discussing the following:
Is this functional approach appropriate for the recovery phase? Why or why not?
PART 2
Second, pick one RSF and analyze it. One very good approach you may want to consider for this portion of the Discussion Forum is to take your selected RSF and apply it to a hypothetical or real-world scenario. This is a very good way of analyzing the RSF in practice. You can, of course, choose other analysis methods.

Risk Management is complex and requires that all levels of responders have a common understanding of the criteria necessary to make informed recommendations to their senior leaders during a crisis. 5. Throughout this course you have learned about TCOs and their operations. You have also learned in this lesson about the US response to transnational organized crime. It is now time to give the US its report card (Grades A-F). How effective are US measures to combat Transnational Organized Crime: Law Enforcement, Diplomacy, Intelligence, Military, Policy? Others?
6. What are the incentives for businesses to invest in preparedness and develop contingency plans?
What is the government's role in helping to devise and test these plans?
What factors may cause a business to develop a plan but never test or exercise it?
7. Regarding the National Prevention Framework (as well as other homeland policy and strategy documents reviewed in this course that you deem relevant), discuss the following in writing an initial 250-word:
- How do you think the threats of terrorism and hazards associated with terrorism will evolve?
- Considering the evolution of technology and emerging threats, how will those hazards impact homeland security in the future at all levels of government (federal, state, local, and tribal) and the private sector?
- Based on the concept of "a system under stress," briefly identify any gaps in preparedness concerning the threat of terrorism.
8. Long before the tragic events of 9/11, each state required - through state legislation - counties and municipalities to prepare for, mitigate, respond to and recover from any kind of incident - whether natural or man-made. As discussed in previous lessons, the additional responsibility to address terrorist acts required additional skills that may or may not have been resident in most of the nation's municipalities. For these, the Congress established the Homeland Security Grant Program (HSGP) as you earned in a previous lesson. With the HSGP came additional questions about what activities/expenditures can and cannot be funded. That process continues.
Your Question: Should the Congress (and DHS by proxy) permit the states, counties and municipalities to expand DHS Homeland Security Grant Program funds towards non-terrorism HSEEP exercises? As always, justify your responses.
9. This week you have learned about the strategies of the United Nations, OSCE, Interpol, and US to defeat Transnational Organized Crime. Your task now is to identify the key international policies, agreements, and organizations combating TCO's. State why these agreements and organizations are important.
